How to makeshift a cat collar?

My cat has recently started enjoying the outdoors and i need to get him a collar just in case he adventures his way into being lost :) Problem is, I'm completely broke. Any ideas as to how i could make a collar, with a name, phone, etc. that would be waterproof??

Oh my, people are so judgmental :) Cats are meant to explore! And yes, i take perfectly good care of my pets.

Duct tape, folded in on itself. But please save your "pennies" to buy a proper collar! There are some very good ones that are not expensive. But you need to have him in a "Safety Collar" that breaks away if he gets caught. Cats will do that since they are naturally curious and want to explore tight spaces.

    If you're "completely broke" how are you going to afford the vet bills when your cat ends up hit by a car, attacked by a loose dog, beat up by other cats, etc? A collar is the LEAST of your problems. Keep this cat indoors or better yet - surrender him to a no-kill shelter so someone that CAN afford him can adopt him.

    If you put anything around this cat's neck he's likely to end up STRANGLED. So keep him indoors where he belongs. Since you're "completely broke" have you even bothered to get him neutered???

    I have a better suggestion--don't let him outside unsupervised and without a leash. The world is a dangerous place for a cat to just run wild. He could get hurt by a predator like a dog, stuck someplace, hit by a car, sick, get in a fight with another cat, or many, many other things. He can be perfectly happy kept inside.

    strongest paper you have plus clear packing tape. then you can write whatever you need on it (i would fold it over a couple times to make a long, thin chain-like length of paper) and then tape it to be water proof and more resistant.

    You have to be careful to make it so that it will break easy if he gets caught somewhere.
    Collars only cost a couple of pounds or dollars, I'm sure you can find that somewhere.

    It also needs to have a breakaway clasp on it so when he catches it on somthing it want choke him to death. Being a responsible pet owner costs money.
